Gender-based cyberviolence: understand, evaluate and act

The study day “Gender-Based Cyberviolence: understand, evaluate and act” takes place against a backdrop where one in three European women report physical or sexual violence, while digital tools magnify the reach of abuse. Cyber-harassment and cyber-stalking exploit anonymity and virality to inflict psychological, social and economic harm with minimal effort. Eurobarometer, FRA and EIGE surveys indicate the scale remains largely under-reported: 74 % of teenagers believe adults do not take victims seriously. Building on the Istanbul Convention (2023) and Directive (EU) 2024/1385, the event adopts an intersectional approach to examine the differentiated impact of cyber-violence on women, LGBTIQ+ people and minors. Three strands will structure the discussion: (1) theorising the continuum of gender-based online violence; (2) refining measurement by combining administrative data with victimisation surveys; (3) designing multi-level responses that connect public policy, ethical platform design, education and psychosocial support. Bringing together international researchers, this day aims to reflect on actionable recommendations for a safer, more inclusive digital environment that upholds fundamental rights.
